Working at the grass roots: An Anugyalaya (DDSSS) workshop on disaster risk with panchayat level people in Kalimpong (22Aug2023)

Generating awareness on disaster risk especially with rural people has always been our forte and yesterday we had the opportunity to talk with 70 odd people mainly from Sindebong and Bhalukhop bustee (village) areas. 

Among them were many of the newly elected gram panchayat members, members of the samaj (community), ASHA workers and SHG heads of the 2 villages.
I had shared the 3 hour event with Ms Kaveri Subba, BDMO ( Block Disaster Management Officer) of Kalimpong Block -1 (seated with me in front) and the workshop was moderated and organized by Ms Aachal Tamang (extreme left), member of both SaveTheHills and Anugyglaya DDSSS.

STH activities in Jan2023: Awareness programs with students from the USA on 03 & 21Jan2023

One of the main roles of STH is to raise awareness about the landslide and environmental issues of this region and we do this thru the year, and year after year at various levels, starting with the grassroots in remote villages to talking at the national level.

We did this again this year with students from Framingham State University and then Colby College on the 03 & 21Jan2023 at Anu and Rajiv's place in Deolo, Kalimpong.

Our activities in 2018

We regret not being able to publish these accounts of our activities in time. As explained elsewhere in the blog, it was only because we, today use other social media platforms which reach out more effectively and expeditiously to the community at large.

While updating our activities in 2018, I am glad to inform you that we have also updated  & published RAINFALL RECORDS for some major towns in the Darjeeling-Sikkim for the whole of 2018. Please feel free to use all data/photos in this blog freely and without asking for our consent.

With regard to rainfall, quite clearly the Darjeeling-Sikkim Himalaya (except for North Sikkim) went deficient in rainfall in 2018 and as such we had no major landslide activity in this region. Hence, there is no reference to occurrence of fresh landslides in 2018 in this blog.

Notice: STH blog resumes in Feb2019

It is with regret that I wish to announce that we were unable to continue the SaveTheHills (STH) blog after April 2018, having done so for almost 10years since STH was established in Sep2007.
The reason:-
  • In our experience, STH has found that other social media platforms are today more efficient and 'user friendly' to disburse warnings and information.
  • While blogging may have once been a wonderful tool, today STH operates a WhatsApp (WA) group called 'Hazard Alerts' (HA) which is a much more effective way of disbursing information and warnings.
  • WA along with other platforms like FaceBook reaches out to wider audiences and very quickly while the blog maybe restricted to the more serious reader and for preserving data and historical facts.
    However, since all of STH history and some useful data is published in the blog, STH will again start re-publishing the blog while apologizing for the break.

    Having completed updating rainfall records from April2018 toJan 2019 we will now record significant events which were undertaken by us and our partners in 2018 - much of which was about raising awareness on DRR and environmental issues of the region

 Two of the most populous nations—China and India—are building hundreds of dams in a violently active geologic zone

 Earlier this year earthquakes in Nepal leveled thousands of buildings, killed upward of 8,500 people and injured hundreds of thousands more. The magnitude 7.8 and 7.3 temblors also cracked or damaged several hydropower projects, underscoring another imminent danger: dam bursts. More than 600 large dams have been built or are in some stage of construction or planning in the geologically active Himalayan Mountains, but many are probably not designed to withstand the worst earthquakes that could hit the region, according to a number of seismologists and civil engineers. Should any of the structures fail, reservoirs as large as lakes could empty onto downstream towns and cities. A collapse of Tehri Dam in the central Himalayas, which sits above a fault, would, for instance, release a wall of water about 200 meters high, slamming through two towns. In total, the flooding would affect six urban centers with a combined population of two million.
More powerful earthquakes are indeed likely to strike the Himalayas in coming decades, seismology models show. The Indian subcontinent is pushing under the Tibetan Plateau at roughly 1.8 meters per century, but it regularly gets stuck; when the obstruction gives way, a section of the Tibetan plate lurches a few meters southward and releases the pent-up energy in an earthquake. The Nepal earthquakes also destabilized the region to the west, notes Laurent Bollinger, a seismologist at the French Alternative Energies and Atomic Energy Commission. Destabilization makes a great earthquake, which is defined as having a magnitude of 8.0 or higher, more likely to occur sooner rather than later. Other studies indicate that the earthquakes released only a mere fraction of the stress of this fault line, which is expected to readjust with quakes of equal or higher magnitude. “Whether they'll break now, in an 8 or wait another 200 years and then give way in an 8.7, one cannot say,” says seismologist Vinod K. Gaur of the CSIR Fourth Paradigm Institute in Bangalore.
Such seismically active regions are exactly where hundreds of dams 15 meters or higher are either under construction or being planned, most of them to supply hydropower to India or China. Any dam being built during this government-funded boom, as well as those already completed, must be able to withstand the strong ground shaking of an extreme earthquake, says Martin Wieland of the International Commission on Large Dams, a group of engineers that makes recommendations for structural standards. Although every nation has its own regulations, India and China are secretive about their dam designs when it comes to public scrutiny. Independent engineers rarely are allowed to evaluate the robustness of the structures, and when they are, the results can be unsettling. For example, Probe International, a Canadian environmental research organization, reports that designers for China's Three Gorges Dam used “the most optimistic interpretation possible” of seismic shaking. Similarly Tehri Dam never underwent realistic simulations, asserts Gaur, who served on its oversight committee, along with civil engineer R. N. Iyengar, formerly of the Indian Institute of Science in Bangalore. Government-affiliated scientists and engineers claim that Tehri Dam can survive an 8.5 shock, but outside experts are not so sanguine. Any of hundreds of dams could be in danger of bursting when the next big one hits. If that were to happen during monsoon season, when the dams are full, the consequences could be catastrophic.

Local corruption can complicate matters, enabling contractors to get away with using substandard materials or deviating from mandated parameters. A 2011 study published in Nature found that an overwhelming majority of deaths from building collapse in earthquakes occur in corrupt countries.  What is more, Transparency International, a nongovernmental organization that highlights corruption, identifies public construction works as one of the world's most bribery-prone industries—with dams being of special concern. Scandals involving dam projects have roiled both India and China, to the extent that the former Chinese premier, Zhu Rongji, coined the evocative term “tofu construction” to describe a defective dike.
A handful of scientists who understand the hidden dangers of the Himalayas have taken the lead in arguing for realistic, undisguised assessments aimed at protecting the region's population, though only with limited success. In a case brought by environmentalists against Tehri Dam, the Supreme Court of India sided with government scientists to dismiss safety concerns. And in 2012 seismologist Roger Bilham of the University of Colorado Boulder was deported from the New Delhi airport, in part, he says, for his unwelcome prediction that the Himalayas can sustain a magnitude 9.0 earthquake. Bilham contends that the Indian government has since discouraged foreign collaborations in seismology.
For now, all concerned parties can do is call attention to the problem. “Sunshine is the best disinfectant,” says Peter Bosshard of International Rivers in Berkeley, Calif. “Without public scrutiny, it is much easier to get away with cutting corners.” Given the stakes, more than sunshine will be necessary: the next great earthquake in the area may well result in a man-made tsunami.

Amidst earthquakes, now landslides : Nepal (11June2015)

Sadly the grim predictions (see 1 & 2) are coming true. Even as Nepal continues to be rocked by aftershocks (map) landslides triggered by rains have killed more than 41 people in the north east of the country.
The worst part is the rains are not due to the SW monsoons which are yet to arrive over the region and are caused by the numerous western disturbances which have been sweeping down the Himalayas.
I have been tracking these rain clouds daily, wondering in helpless bewilderment when the misery of millions affected by the quakes and now the landslides, in Nepal will end.

Useful websites for Earthquake data and Weather monitoring

1. QUAKE DATA
a. IMD gives details on latest quake and also an inventory of quakes in current and previous month here
b. USGS has a huge amount of data on quakes here and you can get details on the latest quake along with a map here
I used these sites extensively during the recent Nepal Earthquakes and I found the quake reports being posted within minutes of the occurrence.
c. You can try this ArcGIS site for some maps and info (Nepal Quakes)
2. WEATHER INFORMATION
a. IMD has recently updated its website and put in a wealth of information :-
i. It has a ticker where you can register for cyclone alerts by SMS here. I tried registering myself but it did NOT quite work (hope it is a glitch which they will iron out soon).
ii. From this year onwards, IMD has a special weather forecast for the mountainous regions of the Western Himalayas here. While this is wonderful, I wonder when they will have something similar for the Eastern Himalayas as well.
iii. You can get your actual rainfall data etc from the Automatic Weather Stations and Automatic Rainfall Gauges almost on a real time basis here. A word of caution - many stations are not working or give wrong data!
iv. The satellite imagery page has undergone major changes with tons of data which are meant and can be understood only by a meteorologist. However, this is my absolute favorite where you can see cloud movements taking place almost as it is happening! The 'refresh' button updates the timing of the imagery. Please remember these are IR images.
b. It is worthwhile checking the websites of meteorological departments of our neighbours Pakistan and Bangladesh which also have satellite images, as well a host of other data.
c. The US Navy's JTWC is perhaps the best website for tracks of any cyclone/hurricane or typhoons which is also linked to Google Earth.
d. Last but not least you can look up our blog, where you will find the monthly rainfall data for the last four years of many stations in the Darjeeling-Sikkim Himalaya. Also as a part of the 'STH stormwatch' series we publish early/advance warning, tracks and other data on adverse weather phenomenon for this region as soon as we detect it on websites  - which implies that our service is totally internet based and will not function if the network malfunctions.

      Both Gangtok (Sikkim) and Darjeeling (W Bengal) are booming towns in the Himalayas, located in seismic zone IV and also in one of the most landslide prone areas of the country. I wonder whether Shri Nitish Kumar, Chief Minister of Bihar was also alluding to the many townships, all along the Himalayas which are becoming recipes for disasters?

From the newspapers : Signs in groundwater may help predict earthquakes six months in advance.

Scientists searching for a way to predict earthquakes have uncovered the most promising lead yet, after uncovering tell-tale chemical spikes in groundwater up to six months before tremors struck.
Major earthquakes can kill hundreds of thousands of people, as in Haiti in 2010, but they are the only natural disaster that cannot currently be forecast. Some experts think a useful prediction of time, place and magnitude may be an impossible dream. Previously, scientists have examined radon gas leaks, heat maps and even unusual animal behaviour as possible earthquake indicators, without success.
But now geologists taking weekly measurements of groundwater chemistry in northern Iceland over five years have discovered big shifts four to six months before two separate earthquakes in 2012 and 2013. The quakes were both significant in size – over magnitude five – and 47 miles from the sampling site.
“This does not mean we can predict earthquakes yet, but at the least we have shown something happens before earthquakes,” said Prof Alasdair Skelton, at Stockholm University, Sweden, who led the research published in Nature Geoscience. “That is tantalizing, as it means something is happening to the rocks before the earthquakes. We are highlighting groundwater chemistry as a promising target for future earthquake prediction studies.”
The fact the chemical spikes were identified before two different earthquakes is significant, said Skelton, because it indicates they are not a mere coincidence. He said the chances of that were a hundred-thousand to one. The previous best evidence for groundwater changes was an analysis of Japanese spring water bottled before and after the huge 1995 Kobe earthquake, which killed 6,400 people. The Kobe water also revealed a chemical spike, but there was too little data to make a link to the tremor statistically convincing. The chemical changes are thought to occur as stress builds on the rocks before the earthquakes and creates small fractures which connect up different acquifers allowing them to mix.
Skelton said the next steps are to understand better exactly how the chemical spikes occur and then to see if these can be observed in other parts of the world. The rock in Iceland is of only one type, basalt, and it may be that in places where there is a mix of rock types the chemical changes will be even more marked, he said.
The new work was praised by other geologists. “The potential for predicting earthquakes has great importance, and great claims require strong evidence,” writes Steven Ingebritsen, at the US Geological Survey and Michael Manga, at University of California, Berkeley, in a commentary in Nature Geoscience. “The new observations are sufficiently compelling to prompt further investigation.”
Professor Ian Main, at the University of Edinburgh, Scotland, said caution was needed and the influence of other possible factors, such as shifting magma below the ground, needed to be assessed. “There is a long way to go before observations such as these could be turned into operational tools for forecasting earthquake probabilities,” he said. “Most geophysical and geochemical signals fluctuate all the time, so it is virtually inevitable that some areas will have signals coincident with earthquakes.” The proof will be in making a successful future prediction, he said: “[Otherwise], this process is a bit like going into the bookies after a race and claiming you would have bet on the winning horse.”
Main added: “Earthquake prediction, sufficiently reliable and accurate to justify an evacuation, has long been the ‘holy grail’ of seismology and it is likely to be difficult, if not impossible, to achieve.” There are strong theoretical reasons why earthquakes may be inherently unpredictable, because large tremors can set off by relatively tiny – and therefore hard to distinguish – stresses in the rocks. But these reasons do not rule out the possibility that some reliable precursor signals may be found.
“In terms of what the public would understand by an earthquake prediction, the jury is still out,” Main said.
