Urban landslides, the silent killer in our midst...


Having seen countless landslides and talked to hundreds of landslide victims in my almost 20 years of working on this hazard, there is lots to be elated about...much has progressed in the study and mitigation of this earlier underrated hazard. 
Yet a common misconception is that a landslide is a massive hill collapsing (which it often is) and thousands dying (rarely happens) and that mitigation of landslides involves lots of complicated engineering which is stupendously costly (which also maybe true).
However, in the midst of all this what we are witnessing with a change of rainfall patterns is that there is a manifold increase in the surface runoff from intense rainfall - simply because there is so much more concrete and asphalt in the mountains today in our urban centers and our drainage system remains abysmal to handle these huge volumes of high velocity water.
So the landslides which have emerged as a big menace in all our mountain urban centres are a human induced smallish slips, which in a densely populated area can kill people.
I am reproducing a report on a landslide which took place in the Kalimpong Municipal area on 13Jul2026:

Date of Visit: 15 July 2026
Date of Incident: 13 July 2026
Time of Incident: Approximately 4:30 a.m.
Location of Incident: Ward No. 20, 9th Mile, Kalimpong Municipality, below Rockvale Academy School, Kalimpong


A field visit was conducted to assess the impact of the landslide that occurred on 13 July 2026, understand the condition of the affected households, identify their immediate needs, and observe any continuing risks at the site.
Incident Overview
At approximately 4:30 a.m. on Mon, 13 July 2026, a landslide struck a residential area, affecting two households. One house was completely damaged, while the second sustained partial damage. Fortunately, no casualties or injuries were reported due to the timely response of the affected families and the immediate assistance provided by neighbours and the local community.
Household 1 - Mr. Asta Ratna Bajracharya
Mr. Asta Ratna Bajracharya, aged 60 years, works as a local school transport driver and is the head of a household comprising seven family members. At the time of the incident, however, only Mr. Bajracharya and his 55-year-old wife were present in the house.
According to Mr. Bajracharya, at around 4:30 a.m., they heard an initial loud sound from outside. Assuming it was a tree falling due to the continuous rainfall, they did not immediately suspect any danger. A few moments later, they heard a second, louder sound, which caused them to wake up. As they were getting up, a third and much louder impact occurred when the landslide struck the house.
Mr. Bajracharya explained that the landslide primarily impacted the opposite side of the house from the room where he and his wife were sleeping. This provided them with enough time to react and escape. As the usual exit was no longer accessible, they climbed out through a window. Once outside, they were able to see the extent of the damage caused by the landslide.
The first response was provided by nearby neighbours and members of the local Samaj, who immediately came to assist the couple. Shortly afterwards, personnel from the Fire and Emergency Services arrived at the site. They broke through a section of the damaged wall and assisted in retrieving household belongings that remained trapped inside the house.
The house has been completely damaged and is no longer safe for occupancy. Fortunately, no lives were lost, no livestock was affected, and all-important documents were recovered safely. Mr. Bajracharya and his wife are currently staying in a nearby rented accommodation. They informed that the rental expenses are presently being taken care of through support from the concerned authorities. At present, they do not have any immediate relief needs. Their primary concern is access to a safe and permanent house.
During the discussion, Mr. Bajracharya stated that one of the major contributing factors to the landslide was the poor maintenance of the drainage system. He explained that the drain had frequently become clogged due to indiscriminate dumping of waste. He further shared that he had personally taken the initiative on several occasions to clean the drain and had even installed a signboard requesting people not to dispose of waste in the area. Despite these efforts, waste dumping continued, resulting in blocked drainage and diversion of rainwater towards the slope.
Household 2 - Mr. Sukraj Bajracharya
Mr. Sukraj Bajracharya, aged 86 years, lives with his 81-year-old wife in a household comprising nine family members, including two school-going children. On the day of the incident, seven family members were present in the house.
Mr. Sukraj Bajracharya shared that he usually wakes up early in the morning and was the first to hear the unusual sound outside. Realizing that something was wrong, he immediately alerted the other family members and asked them to move to a safer area of the house. His prompt response ensured that everyone evacuated safely before the situation worsened.
The landslide caused partial damage to the house. Although there was no major structural collapse, a significant amount of mud and debris entered the house, and a portion of the wall had tilted, making the building unsafe for habitation. At the time of the visit, debris was still present inside the house, and some household belongings had yet to be removed.
The family has temporarily shifted to a nearby rented accommodation, where the rental expenses are currently being supported through external assistance. They have also received support from the local Samaj and other individuals. Similar to the first household, they reported no immediate relief needs other than the need for a safe and permanent house.
Mr. Sukraj Bajracharya also expressed the view that poor drainage maintenance and the blockage of drains due to waste accumulation were among the major factors that contributed to the landslide.
Observations
During the site visit, it was observed that the slope above the affected houses remains unstable. Several bamboo clumps on the upper slope were visibly tilted, indicating the possibility of further slope movement if continuous rainfall persists.
Both affected households consistently identified poor drainage maintenance as one of the major contributing factors to the landslide. They stated that drains had frequently become blocked due to indiscriminate waste disposal. In addition, it was observed that construction materials such as stones, pebbles, and aggregates had been stored along sections of the roadside. During periods of heavy rainfall, these materials can obstruct the natural flow of surface runoff, divert water towards vulnerable slopes, and contribute to blockage of drainage channels.

Notice that we had 3 dry days prior to the landslide occurring on 13July morning and also, the rainfall both in the amount (91.6mm) and intensity (instant peak approx 100mm/hr) was not very high.
I am glad to report that despite the loss to property no one died in this landslide but this blog is replete with  reports of fatal anthropogenic landslides in urban settings and the one which I remember most, is where a mother and her two children lost their lives. It occurred just 5 mins from my home in 2010.
Yet the solution to managing this type of landslide is deceptively simple and does not involve complex engineering or huge costs. Simply put it is:

a. Short term: Manage the water flow; keep our drains clean during the monsoons so that water does not accumulate and cause slope failure. Create quick reaction teams within the community and equip them with power tools to effect a quick rescue.
b. Medium term: During the dry season, repair unstable slopes using bioengineering and other methods so that they are safer during the next monsoons. Repair and enlarge drains and keep our jhoras (natural drains) clean. 
c. Long term: Work on raising awareness among the public and govt officials towards creating a safer environment.

IMPACT: a photo-essay on impact of landslides in the Darjeeling-Sikkim Himalaya


Impact



IMPACT is a photo-essay done by a layman (yrs truly) for laypersons on the impact of landslides on human beings in this region. I have compiled the photos from a 11yr period (except for those shared by Das Studio, Darjeeling) and have woven my observations/comments on them.
It is by no means complete and will be continued. What I am extremely apologetic about is the lack of hard core data since I did not have access to district or state records on the huge impact of landslides on loss of life, land, compensation paid or of rainfall while making this presentation.
Regrets for that.
I also have not included any technical details of the landslides shown in the images simply because I have no access to them.

Impact of humans on landslides : 14th Mile landslides (Kalimpong) in 2002 and now (2015).

The 14th Mile landslides (top) or sinking zone is one of the oldest in Kalimpong and has been featured in this blog earlier
Placed above are 2 Google Earth images of the same landslide zone of 2002 and 2015.
Both are photos were taken in January and the areas numbered 1 and 2 show significant increase in human habitation in the intervening 13yr period between the two photos.
Site 3 shows the 14th Mile landslides which are much bigger in the 2015 image even though we have had deficient rainfall in Kalimpong for 3 consecutive years from 2013 ie we are seeing an increase in landslides even though there is a decrease in precipitation (rainfall data of this region for the last three years is documented month-wise elsewhere in this blog).
Without being overly simplistic, as human activity grows along mountain crests, surface run-off of rain water from paved areas sharply increases the torrents of water charging the mountain streams or jhoras, leading to higher levels of erosion and landslides.
Increasingly, human activity is therefore emerging as a major cause of landslides in the mountains and is undoubtedly the main trigger for all fatal landslides that have taken place in Darjeeling-Sikkim in the recent past.
While it is well within our reach to control these actions and mitigate the landslides, neither the community nor the government (includes politicians) are bothered.

Earthquake induced landslides and the onset of the SW monsoons 2015

Placed above is a preliminary map of Earthquake Induced Landslides in Nepal (read Dr Dave Petley's report here). I am aware of a similar study being carried out by a team from the GSI in the Darjeeling-Sikkim region.
With the SW monsoons knocking at our doorsteps and almost 3000mm of rain ahead (for Darjeeling district) in the next 5months, my biggest fear is how our injured mountains will bear up with this onslaught... and don't forget that 'developmental activities' such as road building and construction work including those of dams have gone ahead over the years, at breakneck speed in this entire region, with little regard to the environment.
In this regard, placed below is an article by Ranit Chatterjee, a graduate of TISS and now a student at Kyoto University(Japan):-


A STITCH IN TIME SAVES NINE

In the back drop of the recent earthquake in Nepal followed by temblor in the hills with epicentre located in Mirik and keeping in mind the approaching monsoon season ,the area may get hit badly by landslide in the coming months. The occurrence of earthquakes in steep landslide-prone areas greatly increases the likelihood that landslides will occur, either because of ground shaking or shaking-caused dilation of soil materials, which allows rapid infiltration of water. The second condition is more serious for Darjeeling considering the soil and rock conditions. The Darjeeling area may see an increase in landslides as an after effect of the series of recent earthquakes and onset of rainy season. Interestingly, it has been noticed that the rainfall pattern has changed in the region. The annual rainfall though has not changed much but the rainfall pattern is no longer uniformly spread over five months but happen in concentrated pockets over a short span of time mainly in July and August. This increases the runoff and chances of landslides increases.
In order to increase the level of awareness and preparedness at both institutional and personal level following measures can reduce the risk to a certain extent.  
1. Early warning system especially for heavy rainfall, landslide is an effective measure for saving lives. In the hills due to very spread out settlements it is important to set up a mechanism to transmit message across to villages. The banging of electric poles  can be used effectively to alert people when power supply is down and SMS is not available.
2. Identify safe locations for each area and the knowledge of safe location should be communicated to the community. A general system needs to be practiced where community leaders can guide them to the safe house. Like practiced in Japan once a year a real time mock drill for evacuation may be useful to put down a protocol and understand the evacuation process.
3. In case of houses, which have been damaged in the recent earthquake or aftershocks. It is recommended to get a structural safety check done by a qualified structural engineer or Civil engineer. Architects are trained in design and basics of structures and can handle up to 4 storied buildings unless he or she has a specialization in structures. Draftsman and masons are equivalent to quacks please avoid their advise on design and structural safety.
5.  Check for possible signs of landslides like tilting of trees, fences, and electric poles. Cracks in the lintel and sill of doors and windows.
6. Observe the weather closely everyday on your smart phone or Internet. A good practice is to keep a check on the weather forecast and warnings for the day.
7. Know the emergency contact numbers of the local fire service, police, disaster management department, ambulance etc.
8. Keep important documents inside plastic packet to protect from damage by water. Laminating important document is another of protecting the documents.
9. Preparation of an emergency kit at household level.

From NDTV : Natural or Man-Made - Who Takes More Blame for J&K Calamity?

On 07Sep2013, Dr Prannoy Roy of NDTV hosted a talk show with many luminaries and experts in Disaster Management, captioned 'Is India ready for the next big disaster?';  almost exactly a year on, we have the answer to that question in Srinagar and Kashmir.
Incidentally, in response to a discussion during the show, that TV channels could easily issue targeted early warning (EW) broadcasts in local dialect to communities likely to be affected by extreme weather events, I made a number of requests to NDTV, NDMA and TISS (all participants in the show) for trials of such EW broadcasts to be conducted in Darjeeling district before the onset of the 2014 monsoons - since we are after all, in one of the most landslide prone regions in the country.
No one responded.

A farmer's nightmare - Gairi Gaon, Kalimpong (Jan2014)








On 19Jan2014, STH visited Gairi Gaon (Bong Gram Panchayat), which lies on the eastern face of the Kalimpong ridgeline, directly below densely populated portions of the town. Agriculture, which is the main source of income for people in this village has come under threat with the landslide problem in the area.
The root causes of the landslides appear to be : 
  • The rapid urbanization of the area above 'Lower Bong' area leading to more surface run off and during the monsoon season the enormous amounts of rainfall causes the 'jhoras' to swell so much so that in the words of a local farmer Mr Santa Bahadur Rai " The earth trembles and I just can't sleep". 

  • The presence of untrained 'jhoras' (streams) (Pasang and Gokulay Slide 1.) in the vicinity of the village. These streams and the 'Relli' river pull apart the hillside causing tremendous damage to the agricultural land (Slide 6.) The government has not initiated any form 'jhora' training programs in the area resulting in vast areas of land remaining fallow. 
Since help from the govt or any NGO seems implausible, the villagers themselves contributed to constructing a road constructed in 2012, prior to which the only way to get to the village was on foot.
Also, since there is no form of compensation given to farmers who have lost their land to a landslide by the government many people have lost there means of livelihood. The area surveyed by STH covers roughly about 73acres (Slide 2.) of which approx 37 acres have been affected in someway by landslide activity. The alarming rate of wear and tear and its effect on the land is clearly evident when we look at the local school which was renovated in 2012 and has already started developing cracks (Slides 4&5). 


The grave reality of the situation though is that all these landslides (other major landslide areas - Sindebung,Chibbo) are actually growing in size each year, slowly nibbling away at the land that surrounds them and unless some sort of mitigation work to stop or slow this process down is done, in the foreseeable future we risk the destabilization of the whole Kalimpong town itself.

Darjeeling & Sikkim - queuing up for the next 'Himalayan Tsunami'





Do you notice the uncanny similarity between images of the 'Himalayan Tsunami' of mid-Jun2013 (placed on the LHS) and those from the Darjeeling - Sikkim Himalaya (on RHS)?


Here are 10 reasons why the Darjeeling - Sikkim Himalaya could also suffer the same fate as Uttarakhand :-
           
  • Our geographical location on the southern most part of the Himalayan arc is unique. As such the Darjeeling – Sikkim Himalaya is situated barely 800km north of the Bay of Bengal, which brews up 5-7 cyclones or depressions annually.
  • Due to our location, our average annual rainfall is approx 3000mm, double that of Uttarakhand (1523mm) and 3 X the national average.
  • Rainfall pattern has shown a perceptible change in the recent past – extremes in rainfall being more the norm than an exception (In May2013 we had double the monthly rainfall but Jun2013 has been largely dry till date)
  • We have a long history of landslide disasters viz Sep 1899, Jun 1950, Oct 1968, Sep 2007, Cyclone AILA in May 2009 and 18Sep2011 (earthquake induced).
  • Geological Survey of India (or GSI, the nodal Govt. body looking after landslides in India) categorizes our area as amongst the most landslide prone in the country.
  • In the recent past, there has been phenomenal developmental activity much of which has been unplanned and haphazard, paying scant heed to building codes etc.
    More than 30 dams have been constructed or are planned in the Teesta river basin.
    Also the tremendous rural to urban migration has resulted in our major towns showing signs of severe distress with basic civic facilities such as potable water, public latrines, solid waste management and most importantly, drainage being on the verge of collapse. Densely populated colonies have sprung up on unstable and unsafe slopes.
    Non-engineered roads constructed on a massive scale all over the region by poorly trained or unemployed petty contractors will be a major cause of landslides in the future.
  • Both Darjeeling and Sikkim have large scale influx of tourists, many more than the pilgrims who were caught up in the Uttarakhand disaster.
  • Densely populated settlements and towns such as Rangpo, Singtam, Majitar, Melli, Jorethang have comeup along banks of rivers ie Teesta and Rangit.
  • As population increases, forest cover has reduced all over the region
  • Even after the earthquake of 18Sep2011, disaster management has received little priority in this region.

Impact on Education
Since the landslide makes the school, St Joseph's School, North Point,  virtually unapproachable by taxis and conventional transport, the administration has declared an extended Puja festival vacation from today (26Sep2011) until 17Oct201.
Mt Hermon School, in the same area, is another institution which will decide on whether they should close early.
